Overview

History

The Township of Stone Mills was established on January 1, 1998 by the amalgamation of the former Township of Camden East, Township of Sheffield and Village of Newburgh.

Geography

The Township of Stone Mills covers 71,064 hectares, which consist of agricultural lands, limestone, granite, marsh, conservation areas, streams, lakes and rivers.

We are centrally located and share boarders with;
Addington Highlands
Tweed
South Frontenac
Loyalist
Greater Napanee

Governance

The Township is governed by a seven-member council, elected on a triennial basis, which consists of a Reeve elected at large, we have a Ward System in which the geographical boundaries remain consistent with the three prior municipalities;

. Ward One, Newburgh Ward has an approximate population of 750 has one representative
. Ward Two, Sheffield Ward has an approximate population of 1,500 has two representatives
. Ward Three, Camden East Ward has an approximate population of 5,000 has three representatives
The Deputy Reeve is elected from within Council.

Our Municipal Office is located in Centreville. There are five administrative staff in the office, a C.A.O./Clerk, Treasurer, Deputy Clerk, Deputy Treasurer/Tax Collector and Accounts Clerk. There is also a Chief Building Official. In our Roads Department we have a Road Superintendent, Roads Foreman, Roads Clerk and fourteen truck drivers.

We also have a Committee of Adjustment which is independent from Council. This Committee oversees the Severence and Minor Variance Applications received within the Township.

The Township of Stone Mills is very proud of the excellent volunteer participation from our residents.

Transportation

There are approximately 526 kilometers of roads to maintain within the township, including county, hardtop and gravel. Our Roads Department has a main base in Centreville and an additional base in Tamworth. There is also a base just south of Beaver Lake on Highway 41, which once served as an M.T.O. facility.

Services

The Township of Stone Mills has an excellent Volunteer Fire Department. Approximately one hundred volunteers are divided among the four stations within our Municipality. There is a station located in;

We maintain five libraries within our municipality. Branches can be found in;

The Township also is very proud of the Township of Stone Mills Community Centre, the former Sheffield-Camden Community Centre has been home to many sporting events and concerts. It provides an excellent outlet for those who like participate in broom ball, hockey and public skating.

We have six Recreation Fields within the Township, a new soccer field was developed in 2002 and will provide the children in Tamworth with an excellent outlet for their energy.

The Township of Stone Mills has three waste disposal sites, which are open on a part time basis. Recycling is encouraged with drop off sites available.

Economic

At the May 15th, 2006 meeting of Council of the Corporation of the Township of Stone Mills, the budget for 2006 in the amount of $4,419,826.50 was approved representing a 1.5% increase in the Municipal Portion of the amount to be raised through taxation.

Assessment figures from MPAC show, an increase of approximately 13%, with growth related assessment (new building/renovation) accounting for 1% of the total. This 1% was factored in as increased revenue for the Municipality. The remaining 12% will allow the amount to be collected through taxation to be spread over a larger assessment base causing a decrease in the tax rate.

 

The average residential assessment in the County of Lennox & Addington is 145,000, by using this amount multiplied by the overall residential tax rate the Property Tax Bill will equal $2,006.00 a decrease of $199.60 from 2005.

 

Our tax base consists predominately of rural and agricultural. We have two main commercial/industrial contributors, Strathcona Paper Company and Goodyear.
