PRESS RELEASE

ADJUSTMENT TO MOSCOW LANDFILL PREVENTS EARLY CLOSURE
Centreville, Ontario;
The Township of Stone Mills announced today that it would be making adjustments to the Moscow landfill site on County Road 6 in order to avoid having to close it early.
The municipality has been operating the Moscow landfill site under a Certificate of Approval issued by the Ministry of Environment in 1980. The total area of the site available to accept waste from municipal property owners is 2.8 hectares (7 acres). To date, only 1.27 hectares (3.14 acres) have been filled.
In recent years, the municipality’s consulting engineers responsible for monitoring the site have expressed concern about the proximity of surface water in the area of the site intended for future filling. Unsuitable water conditions can contribute to the migration of effluent off-site.
In order to address this concern, the municipality has submitted an application to the Ministry of the Environment requesting an amendment to the Certificate of Approval that would allow it to shift the footprint of the landfill site southward by approximately 60 metres in order to ensure that future land filling operations do not adversely affect local surface water conditions.
If approved by the Ministry of the Environment, this shift would allow the municipality to continue using the Moscow site for the duration of its original lifespan. Reeve Debbie Thompson said, “If we are not able to make this adjustment, Council will have to close the landfill site in the next 2 or 3 years. This would have a serious financial impact on the taxpayers of Stone Mills Township because of the increased cost to ship our garbage to another community.”
Since 2004, the municipality has been conducting an annual monitoring program of ground and surface water conditions at the site as required by the Ministry of Environment. This program has confirmed that surface and groundwater flow in a northerly direction away from the homes south of the site and on the west side of County Road 6. However, any homeowner living within 500 metres of the landfill site who has a concern about the impact the landfill site might have on their property may request that the municipality include their well in the annual monitoring program.
“We want to assure every homeowner who lives near the Moscow landfill site that its continued operation will not present a risk to them,” said Reeve Thompson.

TOWNSHIP OF STONE MILLS WASTE MANAGEMENT
NOTICE TO ALL RESIDENTS
                                                         
          Over the past few months there have been several large piles of garbage and tires deposited along the roadsides and outside the gates at the waste sites.  All deposited waste was examined and we did discover several names.  We authorized our By-Law Officer, Frontenac By-Law Enforcement, Ken Gilpin, to follow up and issue charges where necessary.  WE WILL CONTINUE TO HAVE OUR BY-LAW OFFICER INVESTIGATE ANY WASTE/TIRES FOUND.

            ALL RESIDENTS MUST RECYCLE – BY-LAW #99-77

OUR NEW CLEAR TOWNSHIP IDENTIFIED BAGS ARE HERE AND WE WILL BE STARTING TO DISTRIBUTE THEM.  PINK TOWNSHIP IDENTIFIED BAGS WILL STILL BE ACCEPTED UNTIL THE SUPPLY HAS BEEN DEPLETED.

ALL VEHICLES MUST STOP AT GATE.   ATTENDANTS MUST INSPECT ALL WASTE ENTERING THE LANDFILL SITES.

IF RECYCLABLES ARE FOUND IN TOWNSHIP IDENTIFIED WASTE BAGS, ATTENDANTS WILL REFUSE THE WASTE UNTIL THE RECYCLABLES ARE REMOVED.

ALL RECYCLABLE MATERIALS MUST BE KEPT SEPARATE AND DEPOSITED BY RESIDENTS INTO THE PROPER RECYCLE BINS.  DO NOT CONTAMINATE BINS.   IF YOU ARE UNSURE ASK .

AFTER AUGUST 15, 2007, UNBAGGED, UNRECYCLABLE LARGE WASTE ITEMS WILL NOT BE ACCEPTED AT ANY TOWNSHIP WASTE SITE

The Corporation of the Township of Stone Mills

By-law 2007-382

Being a By-law to Establish Tax Rates and to
Provide for the Collection of Taxes for the Year 2007

WHEREAS it is necessary for the Council of the Corporation of the Township of Stone Mills pursuant to the Municipal Act, 2001 chap. 25, as amended, to establish tax rates for 2007; and

WHEREAS the tax ratios to establish the relative amount of taxation to be borne by each property class have been established by the County of Lennox & Addington by its By-law No. 3048/07 & 3049/07;

AND WHEREAS the property classes have been prescribed by the Minister of
Finance under the Assessment Act, R.S.O. 1990, chap. A.31, as amended, and regulations thereto;

AND WHEREAS it is necessary for the Council of the Corporation of the Township of Stone Mills, pursuant to the Municipal Act, to levy on the whole rateable property
according to the last revised assessment roll for The Corporation of the Township of Stone Mills the sums set forth for various purposes in Schedule “A” attached hereto for the current year;

AND WHEREAS pursuant to The Corporation of the County of Lennox and Addington By-law No.3048/07, the Council of the County of Lennox & Addington passed a by-law to adopt estimates of all sums required by the Corporation of the County of Lennox and Addington for the purposes of the County, and to provide a levy on the lower tier municipalities;

AND WHEREAS it is necessary for the Council of the Corporation of the Township of Stone Mills, pursuant to the Municipal Act, to levy on the whole rateable property according to the last revised assessment roll for the Corporation of the Township of Stone Mills the sums set forth for education purposes in Schedule “A” attached hereto for the current year;

AND WHEREAS an interim levy was made before the adoption of the estimates for the current year;

NOW THEREFORE, the Council of the Township of Stone Mills enacts as follows:

1. For the year 2007, The Corporation of the Township of Stone Mills shall levy upon the residential/farm assessment, multi-residential assessment, commercial occupied assessment, commercial/excess land assessment, commercial parking lots/vacant land assessment, industrial occupied assessment, industrial vacant and excess land assessment, large industrial occupied assessment, large industrial vacant and excess land assessment, pipelines assessment, farmlands assessment
And

Managed forests assessments for the rates of taxation per current value assessment for various purposes as set out in Schedule “A” attached to this by-law.

2. The estimates for the current year are as set forth on Schedule “A” attached to this by-law.

3. The levy provided for in Schedule “A” attached to this by-law shall be reduced by the amount of the interim levy for 2007.

4. For payments in lieu of taxes due to The Corporation of the Township of Stone Mills, the actual amount due to the Corporation of the Township of Stone Mills shall be based on the assessment roll and the tax rates for the year 2007.

5. For the railway and utility rights-of-way taxes due to the Corporation of the Township of Stone Mills and in accordance with the regulations as established by the Minister of Finance, pursuant to the Municipal Act, 2001, chap. 25 as amended, the actual amount due to the Corporation of the Township of Stone Mills shall be based on the assessment roll and the regulated rates for 2007.

6. The levy for municipal, county, education and special area purposes shall become
due and payable as follows:

Non-capped Classes
? 50% of the total final bill shall be due on July 31st, 2007.
? The balance of the final bill shall be due on September 28th, 2007.

Capped Classes
? 50% of the total final bill shall be due on July 31st, 2007.
? The balance of the final bill shall be due on September 28th, 2007.

7. As provided under section 345 of the Municipal Act, 2001 there shall be impose a
penalty of one and one-quarter percent (1.25%) per month, charged on the first day of each month following default of payment of any taxes not paid by the specified due date.

8. That taxes are payable at par to the Corporation of the Township of Stone Mills at its office in Centreville, by filing an application for pre-authorized payment for automatic debit of installment from bank account, by internet banking, telephone banking, or at any financial institution having payment arrangements with the Corporation of the Township of Stone Mills.

9. If any section or portion of this by-law or of the schedules attached hereto is found by a court of competent jurisdiction to be invalid, it is the intent of the Council of the Corporation of the Township of Stone Mills that all remaining sections and portions of this by-law and of the schedules continue in force and effect.

10. The Schedule attached hereto shall be and form a part of this by-law.

11. That any and all by-laws or portions thereof conflicting with this by-law are hereby
repealed.
