Notice of Decision - Approval of Draft Plan of Subdivision
TAKE NOTICE that the Council of The Corporation of the Township of Stone Mills granted the Draft Approval of the above Plan of Subdivision subject to conditions in respect to the subject lands on the 17th day of December 2025, under Section 51(31) of the Planning Act of Ontario, R.S.O. 1990. c.P. 13., as amended. All written and oral submissions received on this application were duly considered by Council before it made its decision.
Draft Plan Approval Conditions can be viewed on the Township website.
Lands Affected
As shown in the attached Key Map, the lands affected are located at the existing terminus of McKeown Drive Road and are legally described as Part of Lot 22, Concession 1, Geographic Township of Camden East, Township of Stone Mills County of Lennox and Addington.
Purpose of the Application
The subject lands comprise an area of approximately 24.93 hectares. The purpose and effect of the Draft Plan of Subdivision application (S06-2024) submitted by Fotenn Planning and Design, on behalf of JJ Singer Enterprises, is to subdivide the lands for the creation of twenty-seven (27) residential lots, one (1) block for stormwater management and land for the extension of McKeown Drive Road.

The subject lands are subject to a Zoning By-law Amendment Application, File Number D03-2024.
Appeals Process
If you intend to appeal this decision of Council to the Ontario Land Tribunal (OLT) it may be made by filing a notice of appeal with the Clerk of the Corporation of the Township of Stone Mills either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service by selecting the Corporation of the Township of Stone Mills as the Approval Authority or at the mailing address provided below no later than 4:30 p.m. on January 12th, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit your appeal to Brandi Teeple, Clerk Township of Stone Mills.
The Notice of Appeal must:
1. Include the reasons for the appeal, and
2. Be accompanied by the fee required by the Tribunal.

Who Can File an Appeal
Any of the following may, at any time before the approval of the final plan of subdivision, appeal any of the conditions imposed by the approval authority to the Ontario Land Tribunal by filing a notice of appeal with the Township of Stone Mills:
• the applicant;
• any public body that, before the approval authority made its decision, made oral submissions at a public meeting, if one was held, or written submissions to the approval authority;
• the Minister; and
• the Township.
No person or public body shall be added as a party to the hearing of the appeal of the decision of the approval authority, including the lapsing provisions or the conditions, unless the person or public body, before the decision of the approval authority, made oral submissions at a public meeting or written submissions to the Council, or made a written request to be notified of changes to the conditions or, in the Ontario Land Tribunal’s opinion, there are reasonable grounds to add the person or public body as a party.
If a person or public body would otherwise have the ability to appeal the decision of the Council of the Corporation of the Township of Stone Mills but does not make oral submissions at a public meeting, if one is held, or make written submissions to the Township of Stone Mills in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision to the Ontario Land Tribunal.
Notice of Changes in Conditions of Draft Plan Approval
You will be entitled to receive notice of any changes to the conditions of approval of the proposed plan of subdivision if you have made a written request to be notified of changes to the conditions.
No person or public body shall be added as a party to the hearing of an appeal regarding any changes to the conditions of approval unless the person or public body, before the approval authority made its decision, made oral submissions at a public meeting, if one was held, or written submissions to the approval authority, or made a written request to be notified of the changes to the conditions or, in the Ontario Land Tribunal’s opinion, there are reasonable grounds to add the person or public body as a party.
The Last Date to File an Appeal is January 12, 2026.
