Notice of Passing - Zoning By-Law Amendment
TAKE NOTICE that the Council of The Corporation of the Township of Stone Mills, passed By-law No. 2025-1327 on the 17th day of December 2025 pursuant to Section 34 of the Planning Act, R.S.O., 1990.
Lands Affected
The lands are located at the existing terminus of McKewon Drive Road and are legally described as Part of Lot 22, Concession 1, Geographic Township of Camden East, Township of Stone Mills, County of Lennox and Addington as shown on the Key Map attached to this notice.
Purpose of the Application
The purpose of Zoning By-law Amendment application (D03-2024) submitted by
by Fotenn Planning and Design, on behalf of JJ Singer Enterprises, is to rezone the subject lands from a Rural ‘RU’ zone to Rural Residential ‘RR’ zone.
Effect of the Application
The effect of this application is to facilitate the development of a residential subdivision on the lands.

Appeals
No person or public body shall be added as a party to the hearing of the appeal unless, before the zoning amendments were adopted, the person or public body made oral submissions at a public meeting or written submissions to the Council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.
Notwithstanding the above, subsection 34(19) of the Planning Act defines the parties that are eligible to appeal the decision to the Ontario Land Tribunal.
If you intend to appeal this Zoning By-law amendment to the Ontario Land Tribunal in respect to all or part of this Zoning By-law amendment, it may be made by filing a notice of appeal with the Clerk of the Corporation of the Township of Stone Mills either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service by selecting the Corporation of the Township of Stone Mills as the Approval Authority or at the mailing address provided below no later than 4:30 p.m. on January 12th, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit your appeal to Brandi Teeple, Clerk Township of Stone Mills.
The Notice of Appeal must:
1. Include the reasons for the appeal, and
2. Be accompanied by the fee required by the Tribunal.
